Inscription
Served as Berkeley County's first sheriff in 1772 and laid out plan for Martinsburg, which he named. Born in Scotland, Stephen studied medicine before moving to Virginia. He served in the French and Indian War, and attained the rank of major general in the American Revolution. Played key role in ratification of U.S. Constitution at the Virginia Convention (1788).
He died in 1791.
