Inscription
21st governor of W. Va. (1941-1945), born at Grove, 1874, spent boyhood here in former town of Market. He served in Spanish American War and graduated from W. Va. Univ. before opening law practice in Fairmont. His public career included terms as mayor of Fairmont and clerk of House of Delegates. Elected to 5 terms in U. S. House and Senate (1912-58), he died while in the Senate at age 83.
