Throughout the Civil War, guerrilla warfare was used by both sides to disrupt regular military actions and intimidate locals. Operating independently, many groups used the war to fulfill personal vendettas. Such tactics fostered a state of total war in many areas. In Webster County, groups such as the Webster Dare Devils operated during the war despite Union efforts against them.
